unlocked bootloader for GS4 mk2 on verizon?

I really hate making new threads, so i am sorry in advance, but i have been searching for 2 weeks through every forum i can find about why i cannot load custom roms on my GS4. it is my understanding that the GS4 has always had an unlocked bootloader, hence the plethora of ROM's available, but did android 4.3 lock the bootloader? if so, can i downgrade? forgive the n00b questions, but i havent played with unlocked bootloaders since my Moto Droid 1. (my last phone was the Moto Bionic and it WAS locked)

Safe strap is about the only open for us past me7. I have always been fond of Safe strap since you can run multiple roms. Verizon is pushing kit kat and to my knowledge there is no root method yet. If you are considering rooting head over to xda-developers and check out rooting from mk2 I successfully upgraded and kept root personally and don't regret one bit. Just my 2 cents!
