I finally have my note ready to install roms. I did my backup, but twrp is a little different than safestrap. I moved my backup to my sd card. Can I reinstall the backup from the sd card or does it have to stay on the internal memory?

TWRP is about the most flexible recovery that I have seen. It is the only one that I have used that will allow you to actually save and restore backups to and from an external source. I have backed my phone up using TWRP right to an external USB flash drive (which is the best option for saving space), but you can surely save your backups to your external memory card as well if you prefer.
 
Yes you can restore from the sd. Sometimes locating that drive can be a treat but it is possible.
