What toggle bar is it in this Screen shot?

I like the way it looks so im trying to find it but im having a hard time. The screen shot is a screen shot of ADW launcher. Is it a part of ADW or is it a separate app?

That is the power control widget.

It must be skinned through root then. My power control widget on my Incredible and on my Motorola Droid are both green.

I was hoping it was an app on the market that someone made to get rid of the green on the stock one.

Yeah, different ROMs and themes have it on different colors.
If you are unrooted I don't think you can change the color.
