text to speech

I have never turned on this option. Does anyone know what it does and if I should down load it.

I use the speech to text, but not the other way around. I guess its if you a driving or something and need to hear a text. I can't see it being super beneficial.

I would love to use this but I can't figure out how to make it work. I installed it but never see any options that would let me use it. It would be great for it to "read" webpages to me while i was driving.
