stock news and weather widget does not update

yes i have gone into the settings and turned on updating

it does not update unless i actually press the widget and go into the news and weather app. i have background data and auto-sync enabled. please tell me how to make the stock news and weather widget update itself.

i manually updated (again) and went to double check my auto fresh settings and it fricken says "next refresh 12:15am december 9"

that is NOT right.
