You could grab widget locker from the marketplace. Its two bucks but it will do what you're looking for and a whole lot more.

I used it for a short time as it seemed to be more steps to get in and made the phone more laggy.

But as for functionality, if you hide the notification bar with widget locker, doesn't it hide it always? Not just on the lock screen?

Hiding it with widget locker should only hide it on the lockscreen.
