So, thermal camera apps?

I downloaded one to try out. When I turned the light off and held my hand in front of the camera, it didn't show up at all.

Am I safe in assuming that all these purported thermal camera apps I see advertised in the Play Store are little more than glorified filters?

Pretty sure they're just filters. I think thermal cameras have much more technology than your standard cell phone camera.

Same goes for those night vision apps...

You would have to purchase an attachment that fits over your camera lens to achieve this.
