No. Go to market, look for the Skype app,.the one with the blue icon, not white (the white says Skype for VZW).

Install, the under settings when you login, select the enable video calls setting.

I checked it out in the market. It fails to install because "the package file is not signed properly". Any ideas. Going to email them now.

I've had that Skype since I got the phone but didn't know about the setting. It world for me now. No idea why its going that for you though.
