scrolling apps

My friend has an app where when he opens his apps and slides down his apps it has a scrolling effect i was wondering if anyone knew what the app is?

sounds like a 3D launcher. HelixLauncher2 and Launcher2 both have 3D app drawers I believe. Both seem to have stability issues according to comments so I've never tried either.
