Rooted but wireless tether no longer works- Verizon

I rooted to kill bloatware and use wireless tether. I think I got an OTA because it killed root, but I rerooted and all was well. Now if I try to use wireless tether, I can connect but get nothing- but if I open a web browser on the laptop I get directed to Verizon's "pay up for wifi tethering" page.

Did the OTA kill it? Can I get it back? This upset me quite a bit, but not nearly as much as Googling "Verizon wifi tether disabled" on the phone and getting redirected to the same "pay for it" webpage I got on my laptop!

I use wifi tethering on my work laptop through a VPN for work correspondence. It has worked for me for more than a year with no issues. I only need it maybe twice a month for maybe a few kilobytes. I already pay for unlimited data and I will NOT pony up another $20 for the tiny bit of data I use up with tethering.

Do I need to reflash? Can I disable the OTA? Or can I fix as is (since I have literally no other problems) ???
