You can now root your HTC One s9 with TWRP. You will need to unlock your bootloader via htcdev.com. Once your bootloader is unlocked you will need to install twrp by flashing it in adb. Once twrp has been flashed you will boot into recovery by first booting into bootloader mode then selecting recovery. Once twrp is booted you will be able to sideload SuperSu which will root your device.
One you are rooted you will be able to run Sunshine S-Off. This will turn off the security on your HTC One S9 which will allow you to flash any firmware to your phone. You will want to be careful since flashing the wrong firmware will brick your device. S-Off is great because it enables full compatibility for AOSP roms like CyanogenMod.
