Root apps not working after using ultra power saving mode

S health, video and some other apps have been malfunctioning ever since I put the phone to sleep while it was going to ultra power saving mode. I have checked disabled apps and have not been able to re-enable them. They just won't work now, any ideas?

Have you tried a reboot?

reboot, reboot and remove battery, reboot, remove battery and hold down power button, done those and nothing works, can't even install new apps!

... gonna hard reset it

Apparently this is a common issue, also noticed on the Galaxy S5 by Android Central. Apparently when Ultra Power Saving Mode is turned on, side loaded apps like Google Now Launcher does not behave.
