Recent Apps Clearing

Was told that clearing all recent apps is a way to make sure that app is not still running in the background.

VZW said that once you "touch it" the app is still running and swiping it out of recent apps will ensure its not running anymore.

Doesnt sound right to me. Can someone please verify.

The recently used app list is just that and may not indicate that the app is still running, just that it has recently been run. Some items in that list will still be running after swiping them off the list. If you want to start fresh - restart the phone.
