Razr not being able to activate

My friends ex girl friend had an accident with her razr and my buddy didn't want so he gave it to me to sell. I wanted to activate it but the phone doesn't recognize the SIM card and Verizon will not help including Motorola. Is there anything I can do?

-Check if the ESN is clean.

-Go to Verizon get a new 4g SIM card for free.

-Activate the new phone.

I forgot to mention that the ESN is free and clear of Amy issues, a new SIM card was given but on the side where it goes it still doesn't recognize it. I have contacted Motorola and they want 180 to repair it because although I have a warranty for any phone I use it first has to be activated on my account.
