Yes you can re-root a replacement phone this way but you'll need to flash a custom recovery first

You actually have a few options depending on what your backups were made with SPR or CWR

if it was SPR than you need to go this route http://www.droidforums.net/forum/rescue-squad-guides/39254-sbf-root-unroot.html then you would have root and SPR custom recovery and could restore your previous back-up and it would be your old phone exactly where you left off

If you were using CWR and the refurb they send you ships with 2.1 then you could use easy root from the market, root, flash CWR from within ROM manager and then restore your back-up and again you would be right where you left off

if the refurb they send you is running Android 2.2 then http://www.droidforums.net/forum/rescue-squad-guides/39254-sbf-root-unroot.html is going to be your best bet either way, if you have to go this route and still want to restore a backup you previously made with ROM manager you can always flash CWR from within ROM manager
