question

when i get my droid since my plan has no picture messaging is their an app i can download to use as a basic messaging app instead of default one with picture messaging for free thanks
 
Messaging is not data though MMS does use data to send the attachments.

If you want picture messaging you need a messaging package (or pay per use). SMS is free with Google Voice but GV doesn't support MMS.
 
Once handcent is installed and you select new message a pop-up will ask you if you would like to use handcent or the stock app-you will also have the "use by default" option, although it does come with picture messaging it will still be contingent on your plan
 
Picture messing on verizon is treated like texts. If you have a text plan the hand cent will convert pictures to mms but if you don't have a text plan they will cost .20 (.25?) each, just like a text

If you have unlimited texting that included picture and video message on Verizon so if you have Verizon and have unlimited texting you do indeed have picture messaging but there could be a data block in place now that will be lifted once you get your required data plan.
Again the app will convert to picture messages for you. You just access the picture you want to send, press share, via handcent, it converts it. The largest file size you can send is 1.2 mb so its best to change your handcent settings to 1 mb or smaller.I use 500 kb out of habit from older phones max size
