Why is it that when I install a new theme that my dock bar and dock bar icons stay at the default Liberty ones? Has anyone else had this issue and how did you resolve it?

Or is the only way to do this with a custom Laucher like LPP or ADW?

you need a custom launcher and you have to change it yourself.
