Phone WONT Receive Calls

Help! My phone works fine other than the fact it can't receive calls. At first when people called me it gave a message telling the caller to try the number again, but now it goes to my voicemail. I spent two hours with a verizon rep and they want to send me a refurbished phone. My phone is only 4 months old!
