phone wont charge if powered off and plugged into usb

Why are you turning the device off? USB won't charge if the battery is already too low.

the first night i turned it off to let it charge with nothing draining on it ......(didnt charge)
last night i didnt turn it off but i guess somehow it turned its self off because i woke up this morning to it powered off and not charged

well when i plugged it in it was on and at 40% charging fine
not sure how it turned off that is how i charge it every night and have not had any problems before

The phone needs to be on to charge...
If it's dead and you use an AC charger, it will turn on when it has enough charge.
If it's dead and you use USB it will NOT charge.
If it's dead and you use an AC charger, it will turn on when it has enough charge.

I just powered my phone OFF waited one minute and plugged into wall charger. Got M logo then giant green battery with percentage displayed and it said charging. When I unplugged it I booted into cwm.

wal charger is not an issue my issue is in usb

USB does not provide enough power to charge the battery if the battery is in a low or dead state. You need to use an AC Charger.
I was curious so after I took my kids to school I powered my phone OFF and in charge only mode plugged it into desktop usb. Phone woke up and booted all the way to lock screen. Fyi. I know it doesn't solve your problem, just sayin.

If you can charge it from the wall, charge it to 100%. Unplg charger right away, boot into cwm and wipe battery stats. Go to applications and clear cache and data in you battery manager. Then see if it will charge on usb after it runs down a bit.

When you plugged it in to usb at 40%,on and charging, what type of a load was on it. Do you have it running overclocked while charging? Cause that usb, as the other poster has duly noted, don't put out a lot o juice. I've read posts where people have run batteries down on usb tryin to charge a pumped up phone. Not making any accusations...just trying to help pin it down.
