Phone not Notifying?

Well recently my phone stopped vibrating when I get text messages as well as won't make a sound... This is like this with both the stock messanging system and Handcent. I looked at everything and it seems as thought it should be working. Does anyone have a clue at why it would be doing this?

Try a shutdown and battery pull. This works sometimes.
