Phone not Charging while powered on?

Weird, but my phone is not charging while powered on? It will charge if I power it off. Any suggestions? Not sure what I've changed to make it do this. Haven't had this issue before today. Help!

I did try that, but I got it figured out. It was a bad plug. Had to go to my local verizon store, but through some different testing we finally figured out the problem. Luckily they just stole one of the little plugs out of another Nexus box and gave it to me. Thx.
