Notification Reminder on Screen

So, considering the fact that the LED stays on solid when on a charger, thereby not allowing a blink for a notification reminder, does anyone know of an app that will pop up on the screen to remind us of a notification?

Considering that this is only necessary when on the charger, I'd like to see it keep the screen on until dismissed with a list of notifications missed; email, texts, phone calls, voicemail, etc.

Any ideas?

Or, how 'bout this, all you devs out there. I noticed that, depending on the settings, when the phone is charging the buttons on the bottom lite up red.
Can someone program an application that will flash one of those buttons when we get a notification?
Maybe a different button for a different notification? Or flash a different color?
