I was wondering if there is a way to change the notification bar color at all maybe with some kind of app

I was wondering if there is a way to change the notification bar color at all maybe with some kind of app

you can change the LED color, which lights up when you get a text/low battery, with the free app called Blink
but not sure about notification bar color

It has to be changed with a hex editor in the framework-res.apk. Not sure where in there it is.
