It's the sync icon. Some people have had issues with it staying on after updating. Unfortunately, if you're not rooted, the only fix is to do a factory reset.

Snow02 is right. It is the sync icon and the only way to get rid of it is to do a data wipe. It also eats battery life since its continuously trying to sync.
