Non-refundable apps!

Is it intended for any refunds on such apps to be a complete theft of your money? The app gets removed, and you don't even get any compensation, in the form of money, or retaining the app. The apps aren't even marked. Do you get to buy it again at no charge? Additionally, I once got a refund at least half an hour after purchasing, when the limit is 15 mins, so I am confused to how this refund system is supposed to work. But Google doesn't charge credit cards immediately, so will I ever get billed if I refund within the 15 min window, refundable or not?
