Any device that can run foxfi..most Samsung's..get the paid version and you can run wifi hotspot without root..but this changes from update to update..the sometimes close the loophole..foxfi works to open it back up..but there's no guarantee
Not necessarily. Just because it's rooted doesn't mean you can do the entitlement hack, but I can tell you that the Motorola Droid Turbo can also be quasi-rooted and you can then flash a ROM that has been pre-hacked for Wi-Fi hotspot as mine is.
