Nandroid backup question; performance.

I apologize if this is a dumb question, I heard someone say this before, in theory it shouldn't be true imo but I would like to clear things up for myself. Are nandroid backups slower than reinstalling a rom and putting it into the EXACT same state the backup is in? I don't mean restoring it, but the overall performance of the rom after, are there any bugs associated with it or will it be as good as it was before the change?

It may be due to the Dalvik cache being in a clean slate state after the sbf. If you did a Restore to your nandroid backup, then cleared your Dalvik cache, then you might be on an even playing field.
