Move Files Within Droid Filesystem

I'm a new Droid user. I noticed that my phone had a SNES emulator, so I downloaded it and created a folder on my home screen called ROMs. I downloaded Super Mario World and it runs from my downloads fine, but how can I move it from my downloads folder in my browser to my ROMs folder on my home screen?

I have ASTRO file manager, but I couldn't get it to find the folder. Where are the things on the home screen located?

I appreciate your help in advance.
 
You've gotta think in the other direction. Long press on the home screen. Select Shortcut, then Astro. It will bring you to your sd card directory, select a file and hit ok. Shortcut is created on your home screen.

This will not work directly in the folder on your home screen, so 1-by-1 you'll need to create them on the home screen and then drag them into the folder.

It's a pain in the ass, actually.
