Motorola Services Account Setup Hangs and JB Update Questions

Trying to do a manual software update to JB. Phone takes me to setup Motorola Services Account and "Communicates with Server" and just hangs. My 4 is stock rooted ICS and I am pretty sure I have uninstalled some of the bloatware which is causing this issue. Tried downloading the OTA update and installing that with the stock recovery and that update aborted. Is it because of some missing system apps? Anyway for me to go to JB with out a full wipe? If I do a complete reset can 1. Get the OTA JB, 2. maintain root and, 3. use Ti to restore all my stuff? I do have Voodoo rootkeeper installed.
