I'm unable to send and receive MMS messages. I'm in Europe, so I'm using the phone on 2G/3G networks.
I entered my operator's APN info correctly.
I'm using stock firmware with some bloat removed.

So does it work for others on 2G/3G?

MMS requires data. You should be able to receive it on the 3G network. You may have to replace the phone, I can't think of any reason why it wouldn't work.

The problem is MMS client is modified to work on Verizons home network only. Messages fail for that reason.
I had some success by installing 3rd party messaging app, but it is not always working. If you are not on verizon MMS generally won't work unfortunately.
Same is the situation with USSD codes btw.

Give GoSMS a try. I managed to send and receive MMS with it on few occasions. May work better with your operator.

might also be because verizon wireless likes to block MMS usage overseas to keep you from racking up fees. thats what they did to me when i came to afghanistan and i didnt even know it.
