message notification sound inconsistent?

I've noticed that my text notification sound doesn't always do right. Sometimes it plays and sometimes it dont. and sometimes it only plays halfway. It only does this on text messages. It always does right on other apps such as messenger. Is this uncommon? Has anyone else had this problem? Can it be fixed?

If it can be fixed, I haven't figured it out yet. I'm hoping Jelly Bean will fix it. I just use short tunes for now.
