Marketplace and app questions

1. Is there absolutely no filtering of apps submitted to the Market other than for copyright issues? Can anyone make an app regardless of how poor of quality it may be and get it in the Market?

2. Is there an average app file size or a size that apps should be in the neighborhood of?

By the looks of the apps in the market I'd be willing to say there is no filtering. My experience with android apps is 99.8% of them suck.
