For some reason I am only able to download apps on Wi-Fi. Every app I try to download requires Wi-Fi no matter how big the app is even on 4G and my 4G is faster than my home Wi-Fi. Is there a problem with the market.?

In the market there is a setting "download over wi-fi only." Make sure that is not checked.

No it is not checked. I looked at that before posting. It's also happening on Amazon Appstore too

Figures, that would have been too easy lol. Are you running any sort of data saving apps? Or perhaps the RAZR has some sort of similar setting (not familiar with the device at all.)

That worked. There's a data saving option that queues everything to Wi-Fi and that was what was causing my problem. Thanks for the help if you didn't give me the idea I'd been looking for hours.

I accidentally clicked the option on not long after getting my phone.

Frustrated for hours trying to figure out what was wrong.
