There is an LED there as well, but it only shines (white) when the battery is discharged too low to power the battery when you finally plug the phone in. As soon as there is enough charge to power the battery, the LED will go out. As far as I know, nobody has discovered a way to power the LED for notifications, even a rooted phone.
