So is using a 5 slot kernel 250-600 better than using a 5 slot 250-900 if i cap my max at 600? Was thinking it should be beneficial for battery and heat because the kernel has more options in the 250-600 range but wasnt sure

Most governors only use 3 slots or less, well basically. If you check time-in-state info maybe using something like SetCPU, you can see what slots it bounces around between. And percentages it has been in each slot.
Extra slots are mainly useful for profiles.
With that said, changing kernels probably won't have any real impact on your battery or heat if those slots use the same voltages and it bounces around between the same speeds. But it shouldn't hurt to try if you wanted to.
