seems like the apps are being restored on most roms i have been installing lately
seems like im not the only one

is it the market or the roms causing this?

It's the market; there is an option in the settings menu to backup/restore applications using your Gmail account.

The first couple froyo roms did not auto-restore my apps whereas the later ones did quite nicely. so it appears I got the same results as Rsswga. On 2.1 roms before the OTA I found that some apps got restored but not always depending upon the rom. It could be the rom devs now has the setting in a different position or it could be that the market has gotten better at this now.
