Is 3G supposed to be this slow?

On my Droid 2 on 3G I get .03mb down and .39 up. It has been like this since I got it. Is everybody getting speeds like this or is it just me?

How is your service? My 3G was faster than it's been for the last month last night.

3-4 bars. Also it's usually more like .30 down I didn't have good service when I did that test.

Mine changes anywhere between .23 and 1.13 mbps depending on the day.
