Not all Android devices are created equally. Some devices don't even include the Google Play Store. Some devices that come to mind are the Amazon Fire phone or any of the Kindle tablets. There are several other international devices that run skin overlays that include the Amazon store in favor of the Play Store.

If you are heavily invested in the Google Play Store ecosystem it means you have already purchased those apps. If your new device doesn't have the Play Store you won't be able to access those apps you have purchased. Even if your device doesn't have the Play Store you can still install it. All that is required is that you have a custom recovery installed. Once custom recovery is installed you can flash a GAPPs package.
