Install new ROM but keep phone setting as-is?

I am running a Liberty ROM, and I need to try a different ROM to solve a problem. I would like to install a new ROM without having to start over with a fresh phone. Is there a way to keep all my settings, homescreens and apps in tact while moving to a new ROM?
 
I suggest using titanium backup. (TiBu). It's very user friendly and it well worth the money if you buy the full version. It will let you save all system apps, user apps, and data. When you back up everything to your SD card and go to a new ROM, download TiBu again and restore the apps you want. Its suggested not to restore system apps, but if you want to restore your homescreen settings, go to the app in TiBu (e.g. Homescreen v1.0). It should be green. Restore it's data and reboot. Any other questions, just ask.
