Incredible wont load past white screen

I recived an Incredible that does not work. When powered on it just goes to the white screen that says HTC. I held the power and voulme down and did a hard reset and the same thing happens. I assume the phone was rooted badley but not sure... Any ideas?

Tried booting to recovery?

It has been "updating" for over an hour.. Do you think that is normal?
