Ice Cream Sandwich hasn't even been announced yet. Once they release the source code (provided they ever do, Honeycomb still isn't open source) you can expect a ROM a couple weeks later.

I would expect Liquid to release one pretty soon after the source is released.

you can get the ICS launcher in Liquid Thunderbread 3.0.
reiterate : it's just the launcher! but its pretty sweet.
