How to navigate in canada?

I searched around and found out that you can use maps in Canada but navigation wont work. So was wondering if there is an app or anything to help with navigation while in Canada? Anyone know why the maps work but navigation doesnt?

I have a droid and yes I have the international unlimited data plan
