Don't think you can do this without root due to the motorola security on the phone. I researched this when I got the phone (got it as soon as released in Sept.) and that is what I found, was pointing toward the bootloader being the issue.

But also at that time there was no root method available either because of that bootloader. Haven't been keeping up lately but I did see something couple weeks ago that rooting is available for the phone now.

My razr is already done with the root which procedure to move apps to sd card
