How to Download Wifi only Downloads over 4G

is there an app anywhere than can have you phone simulate a wifi connection so it can download with a 4G connection apps that will only download if you have a wifi connection?

If you're around someone else that can tether, have them turn it on and connect through their phone.

I don't think there's an app to simulate a wifi connection.
