how to download rom to phone???

i am having a hard time downloading eclipse 3.0 http://eclipserom.com/mods/click.php?id=143 to my bionic. i rooted the phone with motofail, installed titanium backup, bootstrap. i can download the file to my pc but not my phone. what am i doing wrong?

U need to use safe strap for flashing eclipse 3.0. But I bet you already figured that out
