Guided Tours not playing, randomly. Turning off Sync sometimes fixes the problem. Power off sometimes fixes the problem. Battery pull sometimes fixes the problem.

Is this a known issue?

It is a know issue, but there is a fix. The problem came from the updated software.

First, make sure you have the applications set to allow downloads not from the market. On the phone's browser go to www.motorola.com/droid/helpcenter. It should automatically start downloading a new apk file that will replace your current help center. It may say did not install, but just restart your phone and it should work fine now.
