Google Voice Commands

I have a Moto Razr Maxx and use a Motorola Elite Silver BT headset when driving. When I push the button on the BT headset to initiate Google Voice Commands....Google Voice Commands will only respond when the phone screen is on. Is this normal? It is a PITA to pull the phone out and unlock it just so I can use a voice command to call someone.

I think I found the issue. In the security settings there is an option to allow Voice Commands to be launched via BT while device is locked. Everything works as it should.
