Google account question

How do I keep my Google account from automatically downloading the apps it has saved? I'm talkih about when u wipe data and have to start over.

I have found if you skip it at first then do what you need then go login your Google account it don't sync them then.

That makes sense so if I don't set up a Google account right after I start up I just manually go to accounts and log in that way correct?
