good suggestions for a stable ICS rom on the D4?

Are you trying to say I didn't read directions? Lol... You even said, 1.2.1 was slow. And wiping data and cache isn't even needed in directions, it's common sense. So yes, I did all of that AND I didn't restore apps with data, as I already said. Sorry, but it's you that can't read, I already said I wiped everything.

Thanks everyone! Installed 1.2.3b... doesnt seem a whole ton different than stock, but rids me of Verizons bs apps.
Having some trouble tethering though.

Even though we all have the same phone, they all play a little different. Your phone performs well on AOKP and CM based roms while mine does the opposite. And some phones play well being OC'd to 1400 or past while others don't.

We now have a toy store to pick and choose which rom to call our favorite and not everyone will agree, just be glad we have a lot of choices now.

Wait. I just installed this rom NOT on the SD card, i used the internal storage. Is that going to mess something up? I don't have data right now, I assumed it was still indexing...

OK open wifi tether
open settings
choose device profile
select "motorola droid razr(cdma/lte) "
enable or disable routing fix (either seems fine on my phone)
enjoy the wifi XD

its fine you prob have somthing leftover on your phone from somthing else you installed... sbf 217 and try again.

Not really... however, I only used the phone 'stock' for about 5mins. Lol
