Everytime I try to use my browser, the sign in to gmail keeps popping up and it wont go away...HELP!!!

Welcome to the Forum.
I would go to Setting > Apps > All. Locate the Gmail App and Tap Clear Data, Clear Cache and Force Stop.
Now reboot your phone and see if that solves your problem.
